Farmers nationwide have faced a variety of challenges in 2019, including trade disruptions and challenging weather.  Mississippi State University's Keith Coble said those challenges could impact producers beyond price.  For instance, which farm safety net program to enroll in?

Coble cited a congressional budget office report on how trade could effect enrollment choice between ARC and PLC for some program crops.

"CBO estimated that we're going to see a big shift from our two PLC and this is not unrelated to the Chinese trade negotiations."

Producers he noted who have prevented plant this year can also get a crop insurance indemnity guaranteeing part of their revenue depending on the crop eligible.

"One of the things that's going to hold down indemnities is the farmers in many many cases are going to get the prevented  planting payment rather than a full indemnity," Coble added
