"[However] Some of the key questions being asked over the development of the rural center around testing," according to the USDA's Greg Ibach.  He noted testing protocols and procedures of THC concentrations, how to dispose of non-compliant plants, and other provisions are some of the biggest questions that remain.

"We're going to require testing to be done in a DEA registered laboratory," Ibach continued.  "Sampling must be conducted within 15 days prior to anticipated harvest via USDA approved sampling agent, or a federal, state, or law enforcement agent that is local that will collect samples from the flower material."

Ibach added USDA is also providing a related guidance document for specific sampling steps including the collection of a statistically representative sample of a grower's industrial hemp crop.
