"Partly beginning farmer and veteran farmer master programs allow that producer to use APA and say he user his neighbor's hundred acres," said USDA Risk Management Agency Administrator Martin Barbre. "Previously that APH gonna be used if that producer was actually involved in the specific acreage he was acquiring. that really wasn't the proper intent so we changed that."

So effective as of this past November 30th of this year, for the 2021 crop year.

"That producer can use that APH from a previous producer with permission on newly acquired land provided that producer has experience with the crop they're going to plant."
