"Which is designed to provide healthy foods for pregnant women, and young moms, and young children. That's a program that has been incredibly effective except that, as I said earlier, we have some challenged in terms of access," noted Agriculture Secretary Tom Vilsack. He added only about half of eligible recipients are enrolled in WIC.

"To the extent that 50% of those whoa aren't currently taking advantage of that program. We need to get those people on board. Why? Because the WIC program provides an opportunity for people to experience fruits and vegetables and healthy foods that they night not otherwise purchase.] 
He says WIC addresses two food interrelated issues: both food and nutrition insecurity."

"It is about increasing to incent or to do whatever we need to do to increase participation in WIC because that deals not only with food insecurity and hunger but it also deals with the nutrition side of the equation."
